This research-based article presents a lesson planning tool that incorporates a way to perform performance-based formative assessment. The example provided is not inquiry or hands-on, but I believe this approach could be incorporated as a part of an inquiry lesson plan. It is linked to additional resources outside of NSTA. It does generate higher-order thinking questions for assessment and could be used at any level.

This article is concerned with being sure that all tests given to students are measuring the same thing. The authors suggest that a "specification" will help to achieve this plan. They have created an "evidence-centered design" as a framework to follow. The article goes on to explain this in greater detail and gives examples for illustration. The authors also have many more examples of formative and summative tests that follow their pattern on their website.
