What savvy shopper does not love a sale? A big sign announcing “25% off” will catch your eye and make you think about buying it, even if the item is something you don’t need. How much more compelling, then, if this announcement appears on one of the largest price tags of your life? What if it meant you could save between $10 and $50,000? In this month's column, the author likens the idea of a legislated three-year undergraduate degree to a "sale" that has some huge outcomes.
